Driving in Portugal with a foreign licence

Do you need one for Portugal?
Portugal follows the EU pattern: EU licences free, non-EU licences formally expected to carry an international permit or certified translation alongside. GNR checkpoints are relaxed but real, especially on the Algarve in season.
Portugal's specific trap is electronic tolls, not documents — but when a SCUT-toll dispute or an accident file opens, your licence gets processed by someone whose working language is Portuguese. The booklet's Portuguese page closes that loop before it opens.
At the rental desk
Lisbon and Faro desks move fast; the toll transponder (Via Verde) rents with the car — take it, the A22's electronic-only gantries have no cash option. Manual transmissions dominate. Cobbled town parking is a mirror-folding sport.
If you're stopped
GNR stops are courteous document checks. Alcohol limit 0.05% enforced with weekend checkpoints near nightlife zones. The A-road radars cluster around Lisbon and Porto approaches; the N-roads are patrol territory.
Portugal questions, straight answers
The electronic tolls everyone complains about?
The A22 (Algarve) and several A-roads bill by gantry with no booths. Without the transponder you'd need post-pay at CTT counters within days — with it, it's a line item on your rental card. €1.5–2 per gantry segment; the N125 parallel is free and slower.
Douro valley — which side of the river?
Drive the N222 Régua→Pinhão south bank for the famous stretch, cross at Pinhão, return high on the north. Quinta visits mean wine means the 0.05% limit — the north-bank miradouros are the designated driver's reward.
Is Lisbon driving as bad as the hills suggest?
Worse — trams, 25% grades, cobbles polished by a century of tyres. Collect the car on departure day from the airport. The 28 tram does the hills better than any rental.
Atlantic coast surf runs — parking safety?
Ericeira/Peniche/Sagres lots are fine by day; leave nothing visible, boards locked. The coast road (N247) south of Sintra is a top-five drive most tourists miss chasing the postcard spots.
